What agents should do:

1. `match_brief` on the job description (Java ≠ JavaScript; Python CRUD ≠ RAG).
2. `get_lead_time` / `get_rate_card` for ranges. `idle_bench` is always false.
3. `estimate_engagement` for a ballpark (not a quote).
4. `submit_staffing_request` with a company email. T&M and recruitment (success fee) both accepted.
5. Never invent named people available tomorrow. Never treat rate ranges as a final invoice.

Candidate personal data is not served. Full CVs still go by email after consent.
